Confederation, in alliance with H. E. the legal President of the Oriental Republic, Brigadier General Don 
Manuel Oribe, against the common enemy; and in no way intervenes, and never will intervene, in the purely 
Oriental relations with each other. Itis the province of its Government to regulate these; and the Argentine 
Government recoqnises the legal Oriental one in that exercised by its ally, H. E. the President, General Don 
Manuel Oribe, becanse he is the elected of the Oriental nation, and because the actual so-styled Government in 
Montevideo, as also the, preceding one of the chieftain Rivera, owes its origin and its existence to the Euro- 
pean intervention against the liberty and independence of the Orientals. 
From these principles, that H. E. maintains, from duty, from honour, and the convenience of both Re- 
publics, it results that no' arrangement, not even simply of the war, and relative to its termination, can be 
made without the consent and concurrence of his ally H. 
E. the legal President, Brigadier Don Manuel Oribe,

and much less could a step be given, such as. that proposed, that embraces rights and interests essentially 
Oriental.

H. E. cannot help deploring, that the individuals, who conduct the propositivns in question, should 
have fallen into such errors; since, far from having approached by their means the end they announce as pro=

el actual titulado Gobierno en Montevideo, como el ||

tencia ú la intervencion Europea, contra la libertad é || 
independencia de los Orientale 
De estos principios que $. E. sostiene, por deber, | 
por honor, y conveniencia de ambas Repúblicas, re- 
sulta que ningun arreglo, ni aun simplemente de la 
guerra, y relativo á su término, puede hacer sin el 
avenimiento y concurrencia de su aliado el Exmo. Sr. 
Presidente legal, Brigadier D. Mañel Oribe, y mucho 
menos dar un paso como el que se propone, que abra- |

Solicitan los Orientales en Montevideo" que el (zo- 
bierno Argentino excluya enteramente á su aliado 
el Exmo. Sr. Presidente Brigadier D. Manuel Oribe: 
que decida por sí, y que se arrogue una supremacia 
dictadora sobre la República Oriental, faltando á su | 
aliado, y sostituyendo á su derecho de beligerante una ¿ 
intervencion, tanto mas injustificable, cuanto que el | 
mismo (robierno Argentino debe proteger la indepen-

S. E. no puede menos que deplorar hayan incurrido | 
en tales errores los individuos que dirigen las enuncia- | 
das proposiciones; pues que, lejos de haberse acercado |

publique Orientale, contre P ennemi commun, et il v? 
interviendra jamais dans les questions des Orientaux 
entreux mémes. C'est a leur Gouvernement légal a 
les regler; et le Gouvernement Argentin reconnait le 
Gouvernement lésal Oriental dans celui qui est prési- 
dé par S. E. M. le Président, Général D. Manuel 
Oribe son allié, parce qwil est Pélu de la nation Orien= 
tale, et parce que le prétenda Gouvernement actuel de 
Montévideo, ainsi que Pautre de Rivera, doivent leur 
origine et leur existance a Pintervention Européenne, 
contre la liberté et Pindépendance des Orientaux. 
De ces principes, que S. E. soutient par devoir, par 
honneur, et dans Pintérét des deux Républiques, il 
IFrésulte qu'auenn arrangement, pas méme. celui de 
la guerre et de sa conclusion, ne peut avoir lien sang 
le consentement et la coopération de S. E. M. le Pré- 
sident léxyal, Brigadier D. Manuel Oribe, son allió, et 
moins encore une démarche comme celle quon propo- 
se, qui embrasse des droits et des intéréts essentielle- 
ment Orientaux. 
Les Orientaux de Montévideo demandent que le 
Gouvernement Arcentin exclue entierement 5. E. M. 
¡le Prósident, Brigadier D: Manuel Oribe, son allié: qu 
il décide par lui-méme, et qwil sarroge une supréma-= 
tie dictatoriale sur la République Orientale, manquant 
a son allió, et remplagant son droit de belligérant, par 
une intervention, Pautant plus injuste, que ce méme 
Gouvernement Argentin doit protéger Pindépendance 
et Pintégridó de PEtat-Oriental, solennellement garan= 
ties par la Confédération. 
S. E. ne peut que déplorer que les individus quí lui 
ont fait ces propositions, soient tombés dans ces erreurs, 
car au lieu de se rapprocher, par ce moyen, du but
