4, he addressed to the Minister of Foreign Relations of the Empire the communication N,0 2, which we
also publish; proposing in this manner not only to enhance the loyalty and benevolence of H. E. President
Oribe towards Brazil, but to fix attention upon the si ar difference between t ber of 200 desertors
to which the complaint of Baron Cayrú extended, aud that o£20,as fixed by the Vice nt of Rio Grande.
These documents clearly demonstrate ¿he injustice and absurdity of the charge prelerred by the Imperial
Government, against H. E. the President of the Orieatal atate, Brigadier Don-Manuel Oribe.

The undersigned, of the Council of H. M. the Emperor, Minister and Secretary of State for Foreign
Affairs, has the honor oí acknowledzing the receipt, in due time, of the note that Don Tomas Guido, Envoy
Extraordinary and Minister Plenipotentiary of. the Argentine Contfederation, addressed to him, with date
the 7 October last, relative to Don José Maria Velarde, who: declares that he fled from the Village of Bayes
in the Province of Rio Grande, so as not to be apprehended, as promoter of the de ertion of the Impesial
Army, and pretends guaranties for presenting himself there to be tried by his competent judzeg.
